The Future of New York City:
On December 9, 2009 New York’s City Council passed major legislation to improve the energy efficiency of existing buildings with a single suite of bills called the “Greener, Greater Buildings Plan.” Under the umbrella of PlaNYC 2030, this suite of legislation will be part of New York City’s effort to reduce carbon emissions by up to 30% by 2030. The “Greener, Greater Buildings Plan” will contribute up to 5% of that number and outlines several new practices. What this means for building owners and developers is that according to this new legislation, adopting energy efficient practices will no longer be a choice.
The legislation includes audit and retro-commissioning measures requirements every 10 years. In other words, you will be accountable for ensuring building systems are operating efficiently. Owners can waive the audit requirement if they are Energy Star or LEED certified for existing buildings or if they have completed a specified set of energy efficiency measures.
